Where to find public tenders in Israel: every source

The Government Procurement Administration, the Ministry of Defense, local authorities, government companies, hospitals and universities — where each kind of tender is published and how not to miss the right one.
Israel has no single website listing every public tender. Each body publishes through its own channel, so businesses miss tenders that suit them simply because they never heard of them. Here are the main sources.
Government ministries: the Government Procurement Administration
The Government Procurement Administration website (מינהל הרכש הממשלתי, mr.gov.il) is the main source for tenders from government ministries, government agencies and government hospitals. It publishes:
- public tenders (מכרזים פומביים) of every ministry;
- central tenders (מכרזים מרכזיים), run by the Procurement Administration for all ministries at once; winners sign framework agreements;
- supplier lists and pools (רשימות מציעים, מאגרים) — registering as a supplier or consultant that ministries later approach in shorter procedures;
- requests for information (RFI) — when a ministry tests the market before a tender;
- notices of intent to contract without a tender (פטור ממכרז) — when a ministry plans to work with a specific supplier. Another supplier able to provide the same service may object within the period stated in the notice.

The Ministry of Defense
The Ministry of Defense publishes tenders on its own e-commerce website, separately from the Procurement Administration. It has its own rules, and some tenders require security clearance.
Local authorities
Municipalities, local councils and regional councils publish tenders on their own websites, usually on a “מכרזים” page — sometimes alongside job openings (מכרזי כוח אדם are recruitment competitions, not procurement). Municipal tenders are governed by local-government law, so the rules differ slightly from those of ministries. Government companies
The Israel Electric Corporation, Israel Railways, Netivei Israel, Mekorot, the Israel Airports Authority and other government companies publish tenders on their own websites, and most keep their own supplier pools. Many of these tenders are large and require proven experience.
Hospitals, health funds and universities
Government hospitals publish through the Procurement Administration, while other hospitals, the health funds (קופות חולים) and universities run their own tender websites.
Newspapers and alert services
Some buyers also advertise in newspapers. Paid information services and free databases collect tenders from several sources and send alerts by sector. Before choosing one, check which sources it actually covers.
How not to miss tenders
- Register in the supplier pools of the bodies you want to work with: some contracts are awarded from the pools without a public tender.
- Watch notices of contracting without a tender in your field: if you can provide the same service, it is a chance to object.
- Check the tenders by sector and the buyers relevant to you once a week.
